The National Employment Law Institute conducts in-house training programs tailored to meet your specific requirements on virtually all human resource practices, with noted expertise on ADA, Affirmative Action Audits and Glass Ceiling Reviews, and EEO in general. We also provide advice and counsel, as well as expert witness testimony, during administrative proceedings and litigation, conduct independent and impartial investigations into employee complaints of discrimination, including harassment and other alleged mistreatment, and perform comprehensive audits of human resource practices, including "Glass Ceiling" reviews.

Leonard J. Biermann Leonard J. Biermann is NELI's National Director, Human Resource and Affirmative Action Activities. In this capacity, Mr. Biermann offers the employer community consultation and training on issues surrounding affirmative action, corporate management ("Glass Ceiling") audits, and compensation, recruitment, testing, selection, promotion and other personnel activities.

In addition, he gives expert testimony related to sexual harassment, non-discrimination, and affirmative action issues. He is the co-author of The Complete Guide to Writing An Affirmative Action Plan, an essential tool for developing AAPs, and Corporate Management (Glass Ceiling) Reviews Manual, the definitive resource for preparing for OFCCP "Glass Ceiling" audits. Mr. Biermann served with the OFCCP as Acting Director and Deputy Director, and was integrally involved in developing and directing the Agency's enforcement and compliance efforts, including its applicant screening and test validation standards, affirmative action policies, and procedures related to "Glass Ceiling" reviews. Mr. Biermann was the recipient of the DOL's Distinguished Career Service Award and in 1993 received the Presidential Rank Award from President Bush.

David K. Fram is NELI's Director, ADA and EEO services, resident in our Washington, D.C. office. In this position Mr. Fram conducts in-house training on the ADA and other EEO issues for employers, including manufacturers, service providers, colleges and universities, law firms and bar associations, and state and local governments.

He also performs independent and impartial investigations when employers are charged with EEO violations, including allegations of sexual harassment. Mr. Fram provides guidance to individuals, including human resource professionals and attorneys, concerning difficult workplace situations, that helps resolve these issues in a manner consistent with federal law, and he assists in formulating effective strategies and arguments in on-going cases. He is available to serve as an expert witness during administrative proceedings before the EEOC, state and local EEO agencies, and federal and state courts. Prior to joining NELI Mr. Fram served as Policy Attorney at the EEOC, where he helped formulate the federal guidelines implementing the ADA. He is the author of Resolving ADA Workplace Questions, the definitive ADA compliance guidebook.
